Fix red develop 7d54ad1be575

The merge lane found `develop` red at `7d54ad1be575f8225dcbdab8e6b854593eeaed70` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `org-transfer-rule-tables` The whole gate log: artifact `11137` on lane task 10680. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Added a Detach transfer policy for tasks.created_by_api_key_id (new FK from Task 10643 lacked one), fixing the red Org transfer rule tables stage. Stage 57/57, quick gate green; PR #7149 queued in merge lane. Memory: none applied.
