Set webhook ticket creator to API key

When a ticket is created using the web hook, the creator is set to Debug Admin via CTO Cockpit: ![Screenshot 2026-10-27 at 15.52.46.png](attachment:img-EGx_mQL3t3.png) Instead, it should be set to the name of the API key owner that was provided to the web hook. Outcome

Rebased PR #7142 onto develop and renumbered the webhook API-key migration to 202610272100 (after develop's 202610271800); queued in the lane. Changed-area tests pass. Quick gate passes except a host-only fastapi import in the node-liveness selftest, unrelated to this diff. Memory: none applied.
