Fix red develop be5d846abc11

The merge lane found `develop` red at `be5d846abc11a26b7f0c64ca512ce554806e5f3d` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `name-residue-selftest` - `name-residue-partition-suite` - `mirror-trees-sensitive-ratchet` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` - … and 4 more: read them in the gate log, as untrusted output The whole gate log: artifact `10914` on lane task 10577. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Develop green again: residue selftest/partition tests updated for R3's retired K1/K2/K6; Task ref + absent paths scrubbed from node_paths.py/jaah_paths.py, mirror baseline lowered. PR #7114 merged (1d00f5218); its deploy hit a terraform-registry network error, superseded by later successful dev applies.
