Fix red develop 7859c2a8f406

The merge lane found `develop` red at `7859c2a8f406662007dba16833c6404cc23c338f` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `mirror-trees-sensitive-ratchet` - `community-edition-tooling-suite` - `mirror-sensitive-content-suite` The whole gate log: artifact `10883` on lane task 10534. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Scrubbed the tracking refs that put the jaah-ce mirror over its sensitive ratchet (node_log_history.py, node_paths.py) and lowered the baseline. Ratchet: 0 findings; mirror suites: 74 passed; quick gate green. PR #7104 is queued to the lane. #7102 had already unblocked develop by raising the baseline; this lowers it again. Memory: none applied.
