Identify and implement top five code reduction

Identify top 5 opportunities to massively reduce the amount of code (lines of code) in any part of the repo: - Similar functionality that can be unified and reused - Code that has been valuable but no more - A front end component or a group of them duplicate another component/page functionality. Use the most modern and nice looking - etc. Now implement them :)

Five code-reduction units (web bulk-verb builder, jaahd/tools single homes + 17-line golden spill, web test/e2e fixtures, api FakeFleet + parametrised tests, api from_row + RateLimiter + AWS tables): net −1,991 lines over 88 files, behaviour kept, no test lost. Blind code/security/verifier lanes pass; PR #7103 merged by the lane as 5b356db45. Its deploy run was cancelled, superseded by #7104's, left alone per project rules. Visual check done: Nodes/People/Slots bulk bars render correctly. Deferred: SDK v1 retirement, R1 compat, frozen package fixtures, selftest→pytest, NodeLink v1 wire, fleet_session copies (named in PR body). Memory: used mem-25288, mem-27643; proposed none.
