Clean up and consolidate old documentation

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Audit found docs already single-homed (check_context green). Fixed false ADR-0044 claim, deduped ADR-0151 vs 0171, cut narration in jaahd README. Quick gate green; PR #7092 queued. Deferred: SQL how-to vs UI-only rule. Memory: none applied
