Fix red develop 490f227f2ace

The merge lane found `develop` red at `490f227f2ace347da38b2e6ed2d5a8e8ec8f76c8` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `name-residue-partition-suite` The whole gate log: artifact `10801` on lane task 10503. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Resynced tools/name_residue.toml [[env]]/K7 after rename wave R1; name-residue partition suite 6/6, quick gate green. PR #7079 queued to merge lane. Memory: none applied.
