Fix red develop 69c8b6fb0cff

The merge lane found `develop` red at `69c8b6fb0cff6734fc38fed72c79d3f167e00d1e` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `frontend-smoke-playwright-load-isolated` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `10779` on lane task 10478. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the seeded e2e self-service owner was missing its Terms acceptance record, so Task 10411's terms gate held it. The template cache key now includes the two seeders. Spec 6/6 and quick gate green; PR #7076 queued in the lane. Memory: none applied.
