Fix red develop 9f142590aa87

The merge lane found `develop` red at `9f142590aa871d23d4da1aa4278212095e5f5062` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `community-edition-tree` - `community-edition-tooling-suite` The whole gate log: artifact `10763` on lane task 10473. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Added an IS_CE guard to orgs.py _submit_draft so its cloud-only signup imports no longer break the community tree. CE tree check and tooling suite (61) now pass, quick gate green. PR #7073 queued in the merge lane. Memory: none applied.
