Consolidate and clean legacy documentation repository

Use context architecture skill to scrub all old documentation, including instructions, specs, trackers, ADRs - delete everything superseeded and stale, remove references to historical decisions, delete duplicates, single home everything and make sure all documentation is accessible from CLAUDE.md router in a few steps

Outcome

Audited the docs (gate, reachability, ADR register, specs/trackers, research, lessons): already clean, nothing stale to delete. Removed dated/retired-host narration in 2 files. Quick gate green; PR #7068 queued. No UI. Memory: none applied.
