Fix red develop d2a09a1e90c9

The merge lane found `develop` red at `d2a09a1e90c907b68ea09139d6f0c2233aa92f79` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `community-edition-tree` - `community-edition-tooling-suite` The whole gate log: artifact `10722` on lane task 10451. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Excluded cloud-only apps/api/app/signup_stage.py from the CE manifest (dangling import of excluded signup_draft). CE tree 0 findings, CE suite 61 passed, quick gate green. PR #7064 queued to merge lane. Memory: none applied.
