Fix project dropdown menu jumping behavior

The project drop down menu sometimes jumps to that corner. 

Fixed the rail project menu jumping to the corner: a row keeps its actions shown while its menu is open, so the anchor keeps its box. PR #7058 merged (9b4d482); quick gate green; visual check confirms the menu stays under the row. Jaah Deploy was superseded by a newer develop deploy.
