Fix red develop 5c71079ccc0c

The merge lane found `develop` red at `5c71079ccc0c21c1af22fc90d7ff13c5317483e9` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_task_settle_folder.py::test_a_non_build_persona_in_a_folder_settles_on_its_usual_terminal[plan]` - `api-unit-dc-test` The whole gate log: artifact `10587` on lane task 10364. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: folder settle test unpacked one terminal but plan now has two (Task 10339); test takes the first. 20/20 in file, quick gate green. PR #7052 queued to merge lane. Memory: none applied.
