Consolidate draft project tasks into fewer non-overlapping

Consolidate draft tasks in this project into a smaller number of tasks that are not intersecting, duplicates and no longer relevant removed. Do not add prose or revert human's changes. Make things more compact. Prose to tooltips. Only really important things. The tasks are setting goals for the final quality result, not requiring literal execution. Delete originals tasks after consolidation using UI. Approved by user

Drafts 30 → 13: 3 consolidated goal drafts (10327–10329), 20 originals deleted in the console (12 already shipped). Human-authored, 10192 and memory-graduation drafts kept unchanged. No code change.
