Fix red develop 7575382bcba3

The merge lane found `develop` red at `7575382bcba32cf805486bc53c9d7d72b2246707` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `tests/test_activity_kinds.py::test_the_surviving_sites_are_exactly_the_audited_keep_list` - `api-unit-dc-test` The whole gate log: artifact `10476` on lane task 10295. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Duplicate: develop red was fixed by #7020 (Task 10295, e6c39c2e0) with the same keep-list entry; my conflicting PR #7019 closed. Memory: none applied.
