Fix red develop d7af811d414b

The merge lane found `develop` red at `d7af811d414ba8c1cc99004518ce86eeb91614da` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `docs-site-build-link-check` The whole gate log: artifact `10447` on lane task 10292. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Develop was red on docs-site-build-link-check: an operator doc title leaked into the legal-pages page. Already fixed by 2d0511c26 (PR #7006). The docs build check and lychee both pass at develop HEAD edbbb64de. No PR needed.
