Add Read Unread switch to notifications tray

Add the Read | Unread switch to the notifications tray, with Unread as the default displayed tab. This could be useful when, for example, a user reads a notification about a new comment but doesn't have the time to immediately respond and would like to do it later.  Create a page for all notifications. Use standard approach - do a web research. Do not invent anything
