Outcome

Root cause: merge-lane job's sparse checkout left runner h5-3-gha-1's kept workspace stripped (31/33 jobs failed). Dropped the sparse checkout; job-completed hook now drops a partial checkout's .git. Quick gate + tests green; PR #6986 queued. Master run itself can't be re-run by a runner — next promotion rebuilds. Memory: none applied.
