Clarify precondition error message wording

Outcome

Root cause fixed: task_create_follow_up takes depends_on (sibling dedup_keys) as real dependency edges, so runners stop writing prose gates that fail. Quick gate + changed-area tests green; PR #6982 queued. 10184's prerequisites are all done now. No UI surface affected. Memory: none applied.
