Exclude MicroVM, NodeLink, GHA and vnode modules

Supersedes draft 10146. PRD §7 says MicroVM and NodeLink must not ship in the public repo; today they do. Reproduction: `tools/local_edition/manifest.toml` ships `apps/jaahd/**` including `microvm_*.py`, `nodelink_*.py`, `gha_*.py`, `upgrade_*.py`, `vnode_converge.py`, most of `vnodehelper/`. Excluding them makes `check_tree.py`'s import closure fail (~50 import sites in `main.py`, `commands.py`, `console.py`, `kill_gates.py`, `answer_delivery.py`, `shared_storage.py`, `reconcile/*`). They ship inert behind `edition.IS_LOCAL`. Fix: register cloud-only steps and command handlers from a cloud-only module the daemon discovers instead of importing them by name; move their globs into the manifest's `exclude`. Out of scope: cloud node behaviour (unchanged); node bundle relocation (separate follow-up). Done means: - The manifest excludes the MicroVM, NodeLink, GHA-pool, apt-upgrade and vnode modules; `build_tree.py` + `check_tree.py` report 0 findings (cite output). - jaahd suite and `./dc check quick` green.

Excluded MicroVM/NodeLink/GHA/upgrade/vnode modules from the local tree via a discovered cloud_node.py + cloud_modules seam; check_tree 0 findings, quick + jaahd suite green; #6958 merged c8b62ff. Deploy failed on a stale runner workspace (drafts 10176/10185), not the diff. Memory: none applied.
