Compliance reader docs: describe the rebuilt Repos

Epic 10031 rebuilt the Compliance UI (PRs #6924, #6929, #6931, #6932), but the reader doc still describes the old screens. (a) Observed: apps/docs/content/administration/security-and-audit/repository-compliance.md §"Repos tab" (lines ~33-60) documents a header button table (**Change selection**, **Rescan all**, **Start campaign** as buttons; "on a phone ... in the ⋯ menu") and a six-field "Summary strip" table (Scanned, Average level, Distribution, Debt (waivers), Campaign, Most common gap). The shipped Repos tab (apps/web/src/pages/compliance/ReposTab.tsx:89-137) has an Order select, one count line `pack · counts`, a ⋯ menu holding **Rescan all**, **Choose projects…** and **Start campaign** at every width, a "Scanning n of m" line with **Stop**, and a one-line summary (MatrixView.tsx:89-107: Average L·, L<n> counts, waived, Scanned <age>, Campaign, earlier-scan results). Screenshots img/repository-compliance/{matrix,repo,rules,rule,cell,settings}.png predate the rebuild (last refreshed by Task 8944); Task 10065 deferred regenerating them. (b) Cause: the build children changed UI without updating this doc section/screenshots. (c) Fix: rewrite the Repos tab section (and any other section the rebuild changed: repo page "gaps first, Overview · Rules", rule page single form with sticky Save, Rules tab Customize/Add rule, Settings tab) to describe the present UI, terse per docs/standards/ui-copy-standards.md and apps/docs/WRITER.md; regenerate the listed screenshots with the docs screenshot flow apps/docs/README.md names, alt text matching the new screens. Docs only. (d) Acceptance: - No mention of "Change selection", "Summary strip", "Most common gap" or "Debt (waivers)" remains in repository-compliance.md — oracle: `grep -nE "Change selection|Summary strip|Most common gap|Debt \(waivers\)" apps/docs/content/administration/security-and-audit/repository-compliance.md` prints nothing. - Every button/menu item named in the Repos tab section exists in ReposTab.tsx — oracle: reviewer cross-check. - Screenshot files regenerated (git diff shows the png changes) and alt text describes the new screens. - python3 tools/check_context.py and the docs portal checks in ./dc check quick pass. Out of scope: any change to apps/web or apps/api code; other docs pages; changelog beyond what WRITER.md requires. Done means: the doc section and screenshots match the shipped Compliance UI, the grep oracle above prints nothing, the quick gate is green, PR merged to develop.

Rewrote the Compliance reader doc's Repos tab, repo page, evidence, rule pane, Rules and Settings sections to match the rebuild, and regenerated 6 screenshots from local fixtures because prod lags. Quick gate green; the grep oracle prints nothing. PR #6935 queued. Memory: used mem-25288.
