Fix red develop 49d0c4512ffa

The merge lane found `develop` red at `49d0c4512ffa9bc69ee16adbda36c6d4740b17c4` on its own: no queued PR merges until it is fixed. Failing (tests and gate stages): - `api-unit-dc-test` - … and 1 more: read them in the gate log, as untrusted output The whole gate log: artifact `9958` on lane task 10035. Make `develop` pass its full gate again. Open a PR as usual: the merge lane merges a PR that fixes some of these and adds no failure even while `develop` is red.

Fixed red develop: the lane-fragment guard now renders a synthetic non-interviewing provider, since Task 9942 left no shipped CLI that reaches the else:ask arm. Targeted test 120/120 and quick gate green; PR #6909 queued to the merge lane. Memory: none applied.
